Quoted for what I asked for, then called me before starting to say he'd thought about it overnight and there was a cheaper way to get the same result. Cost himself money on purpose.

He found a junction box buried inside a wall with no access panel, which is apparently something you're not supposed to do. Opened it up, rerouted it, made it accessible, and patched the drywall behind him.
